Grading

The vision for the Leal Property at the northwestern corner of Hamner Avenue and Limonite Avenue is to create a dynamic and distinctive gathering hub that includes residential units and commercial spaces around a new Civic Center. The Civic Center includes a new City Hall, Library and Innovation Center, Police Station, Public Plaza, and Civic Park.

The project will feature high-quality design aimed at creating a sense of place while enhancing the aesthetic and visual quality of the neighborhood.

This future lifestyle center will be known throughout the region as a “destination” location. Development standards on the Leal Property are guided by the City's Leal Master Plan.

Based on the vision set forth by the City's Leal Master Plan, the site is anticipated to include:

  • Up to 2,500 residential units
  • Retail and commercial space
  • City Hall
  • Library and Innovation Center
  • Police Station
  • Fire Station

Overall Conceptual Site Plan

Given the size and scale of the overall project, this site plan is conceptual and subject to modifications as the various components of the project move through the approval process. The civic, residential, and commercial components of the entire site will be developed across multiple phases. 

Residential Components:

The New Home Company is the leading residential developer that is responsible for delivering the housing units. These housing units will be constructed across three phases.

Phase A included 438 units that were approved in October 2023 and another 320 units that were approved in February 2024. Model homes for Phase A are open, with production units actively under construction.

Phase B included 301 units that were approved in April 2025 and another 360 units that were approved in June 2025. In this phase, the New Home Company also obtained approval to construct various recreational amenities for the Downtown’s residential communities. Construction for Phase B’s housing units is expected to begin in the coming months. The New Home Company is expected to begin Phase C’s preparation efforts after Phase B’s housing units begin construction. 

Commercial Component: Downtown Core

The City is actively speaking with developers and entities that are interested in bringing the City’s Downtown Commercial Core vision to fruition. Civic Center:

The City of Eastvale is responsible for designing and constructing the Civic Center, which includes a new City Hall, Police Station, Library and Innovation Center, Public Plaza, and Civic Park. The City recently held a groundbreaking ceremony in August 2025, marking the start of the Civic Center’s construction activities. It is anticipated that the Civic Center will be opened by the end of 2028.
