In December of 2017, the City of Eastvale adopted the Leal Master Plan, a plan to develop the 160-acre Leal property located at 58th Street, Hamner Avenue, Limonite Avenue, and Scholar Way. The Leal Master Plan establishes the City’s vision of the site as a major, mixed-use retail, office, housing, and civic development serving Eastvale and the region.

The site is intended to accommodate a vibrant mixture of uses, all focused around a regional lifestyle retail center including public spaces that will be interspersed throughout this project, reflecting input from the community.

Public spaces in the project will bring people together and allow for community events such as concerts, markets, exhibits, and celebrations. Other uses will include offices, hotels, housing, and a civic center complex, all designed to interact with the public spaces.

The Leal Master Plan established these expectations for high quality of development, along with the necessary entitlements and mechanisms to help expedite the development of the property.
