The California Vehicle Code outlines procedures for contesting a parking citation (CVC Section 40215). You may view a copy of the California Vehicle Code at your local library or on-line at the California Department of Motor Vehicles website:

If you request an administrative review of your citation by the Eastvale Police Department, that request must be made no later than 21 calendar days from the issuance of a notice of parking violation, or 14 calendar days from the mailing of the notice of delinquent parking violation. (The 14 day period ends on the morning of the 15th day of the postmark on the envelope. There will be no exceptions.) A Citation Administrative Review Form is attached.

There are only one of two outcomes of an administrative review of your parking citation. Either the citation will be dismissed or it will be held as a valid issued citation. In either event, you will be notified in writing of the results of the review.

If after the issuing agency review of your citation is conducted and you are still dissatisfied with the review’s outcome, you may contact the Citation Processing Center to request a review or pay the bail/fine.

Any person who contests a parking citation is responsible for all bail/fines imposed unless you receive a letter from the City or Citation Processing Center stating the citation has been dismissed. There are certain remedies that the Citation Processing Center may take in the event you fail to pay a bail/fine. Staff of the Eastvale Police Department DO NOT maintain any lists regarding bails/fines and are not able to collect bail/fines.

Questions concerning appeals of administrative reviews made by the issuing agency shall be directed to the Citation Processing Center, P.O. Box 10479, Newport Beach, CA 92658-0479. You may contact the processing center by calling 1.800.989.2058 or

It is not intended to replace current law. Failure to follow the guidelines of the California Vehicle Code Section 40215 could result in important time-lines not being met.

Failure to return the Parking Citation Administrative Review Form within 21 calendar days of the citation issuance, or within 14 days after a notice of delinquent parking violation is mailed, will result in your request for administrative review being denied. This also includes requests sent through the U.S. Mail.
