The Community Development Block Grant (CDBG) is a federally funded block grant program created by Congress in 1974. CDBG grants are awarded to local governments and non-profit sponsors to carry out community development activities by providing decent housing, a suitable living environment, and opportunities to expand economic opportunities, principally for low- and moderate-income persons.

CDBG funds are allocated by the U.S. Department of Housing and Urban Development (HUD) to state and local governments on a yearly basis with the goal of developing activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services.

 

CDBG-funded projects must satisfy one of three national program objectives:

  1. Provide a benefit to low- and moderate-income persons,
  2. Prevent or eliminate slums and blight, or
  3. Meet other urgent community development needs due to natural disasters or other emergencies.

 

Examples of Eligible activities:

  • Public Services: senior services, disabled and handicapped services, childcare services, health services, youth services, and fair housing.
  • Public Improvements: streets, curbs, gutters, sidewalks, streetlights, sewers, storm drains, traffic signals, parks and recreation facilities, health facilities, and fire station improvements.
  • Housing Services: home improvement programs for lower and moderate-income households.
  • Senior Home Repair (SHR)
  • Home Rehabilitation Program (HRP)

 

2026-2027 CDBG APPLICATION CYCLE

The City of Eastvale is a Cooperating City in the County of Riverside CDBG program. The County of Riverside Department of Housing and Workforce Solutions (HWS) has initiated the 2026-2027 CDBG application cycle and issued its Notice of Funding Availability to the City of Eastvale.

At the regularly scheduled City Council meeting on November 8, 2023, the Eastvale City Council elected to approve and adopt Eastvale’s 2024-2029 five-year HUD CPD funding priorities as:

  • American with Disabilities Act (ADA) Improvements
  • Library Services
  • Senior Services
  • Youth Services
  • Home Improvement Services

The County of Riverside established several minimum thresholds concerning the Cooperating Cities’ CDBG application process.

To be considered for funding, the City requires three (3) hard-copy paper applications with supporting documents included and one (1) electronic copy submitted by external USB flash drive for the 2026-2027 cycle.

City Hall is open Monday through Thursday, 7:30 a.m. to 5:30 p.m. and is closed every Friday and all major holidays.

All applications with required attachments must be received no later than 5:30 p.m. on November 13, 2025.

City staff will review and evaluate each application for eligibility based on national program objectives that have been set by the U.S. Department of Housing and Urban Development (HUD). The City Council will make the final 2026-2027 CDBG Funding Determinations at the regularly scheduled City Council Meeting on January 14, 2026, at 6:30 p.m. in the City Council Chambers located at 12363 Limonite Ave., Suite 910, Eastvale, CA 91752.
