Concierge Program Background: 

Led by the City of Eastvale’s Economic Development Team, Eastvale’s Business Concierge Program offers fully personalized assistance for new, existing, and interested businesses for every phase of the business development process. The complimentary service brings together the City’s Building & Safety, Economic Development, Fire, Planning, and Public Works Departments to ensure that businesses thrive in Eastvale.

Through this program, the City offers individualized assistance to open or expand a business in Eastvale, provides connections to business incentives and resources, and assigns a partner inside City Hall to guide business owners and managers through the development process for tenant improvements or new constructions.

The goal of Eastvale’s Business Concierge Program aims to help businesses with any of the following activities:

Site Selection & Development
  • Identify available property or space in Eastvale.
  • Provide 1-on-1 consultation focused on businesses’ specific needs.
  • Review concepts or plans early in the design stages to identify possible challenges.
  • Provide entitlement and permitting consultations.
  • Monitor progress and move businesses’ tenant improvements or construction projects forward.
Business Feature and Marketing Support
  • Celebrate grand openings, milestones, and anniversaries via the City’s social media platforms and newsletters.
  • Feature local businesses on the City’s economic development videos, podcasts, and contents.
Incentives and Resources
  • Provide information on local, state, and federal business incentives.
  • Provide the latest demographic information.
  • Connections with local financial, workforce, and technical partners.
  • Engagements with the Eastvale Chamber of Commerce, the Riverside County Office of Economic Development, the California Governor’s Office of Business and Economic Development, and the U.S. Small Business Administration.

Building Division: 

All projects must be submitted through the City’s Accela portal.

Required documents include: 

  • Completed Application.
  • Complete set of Commercial Plans drawn by a licensed architect or engineer.
    • All plans shall be signed by the person(s) preparing the plan.
    • Must adhere to current California Building Codes.
  • Title 24 dependent on scope of work requirements.

Once submitted, the Building Division will ensure that the required documentation (such as the application, floor plan, and site plan) have been submitted.

Applications will be routed through our Planning Division, Public Works Department (in limited circumstances), the Riverside County Fire Department, and other entities as appropriate. Outside agencies, such as the Jurupa Community Services District, School Districts, and other relevant entities may also affect processing times in the case that their review is warranted.

Applicants will then be invoiced for the plan check, with the plan check process initiating after the invoice has been paid. Once permits have been issued, documents may be accessed through Accela. After permits have been issued, inspections will commence until the project is finalized.

Before occupying business space and commencing business operations, businesses must obtain final approval from the building division.

Planning Division

Public Works Department  

The Public Works Department plays a critical but focused role in the development review process. Public Work’s involvement is primarily centered on site-related infrastructure and external improvements, ensuring that any proposed development aligns with city standards for public safety, sustainability, and long-term serviceability.
