The City Manager serves as Chief Executive Officer for the City of Eastvale and assists the City Council in executing their policy directives, implementing the goals and vision of City Council as well as directing all day-to-day municipal operations and activities.

As the administrative head of city government, the City Manager is appointed by, and serves at the will of the City Council.  The City Manager is responsible for the efficient and effective administration of all affairs and departments operating within the City under the policies established by the City Council including Police, Fire, Code Enforcement, Building & Safety, Planning, Engineering, Economic Development, Public Works, Human Resources, Risk Management, Finance, Emergency Management and general administration. The City Manager's office is also responsible for intergovernmental relations, legislative affairs, and contract administration.

Eastvale is a general law city run under the "Council-Manager" form of government.  A general law city operates under laws and rules established by the State of California. The "Council-Manager" form of government establishes a method of governance which combines the strong political leadership of elected officials with the strong and efficient managerial experience of an appointed City Manager. The power and authority to set City-wide policy rests with the elected governing body.Michele Nissen

Michele Nissen was appointed as Eastvale’s City Manager on May 13, 2015.  Nissen’s years of service to Eastvale date back to the City’s incorporation and encompass the roles of Interim City Manager, Acting City Manager, Assistant City Manager, Public Information Officer and Vice Chairman of the Planning Commission.

Nissen holds a Master of Public Administration from California Baptist University and a Bachelor’s Degree from Loyola Marymount University.

The City emphasizes the on-going dissemination of open, transparent and engaging public information. The City Manager’s Office strives to continually enhance communications between City Hall and the constituents. Other on-going efforts include marketing support, special event planning, overseeing community education and outreach efforts, serve as the City’s liaison with the news media, as well as create and manage the content of the City’s website and social media platforms.
